This month, rather than focusing on a particular field of research we take a closer look at a specific type of research report, those that revisit the same issue again and again over time. Individual pieces of research offer us a snapshot of a social issue at a particular moment in time but annually or
periodically issued reports can provide a more complete picture of that same issue.
Although most of these reports do not strictly qualify as longitudinal studies they do offer us important insights, helping us to understand those social problems that are persistent across time while documenting those social issues that more readily shift with changes in the environment. They give us a more complex picture of how on-the-ground issues like access to affordable housing, the occurrence of hate crimes in schools, or the adoption of arts education curricula change with shifts in our economic, social, and political climates.
Finally, a unique kind of annual or periodical report -- the multi-year program evaluation -- provides us with important insight into the impact (or lack of impact) of specific social policy interventions over time. Most programs, regardless of their final outcome, are comprised of hundreds if not thousands of successes and failures that fluctuate by the month, day, and even minute. Examining these successes and failures along the way can certainly help us to reach our destination but can also provide us with the opportunity to change course and strike out in new directions initially never considered.

This report is an annual update of DVRPC's September 2001 report on Environmental Justice entitled "and Justice for All": DVRPC's Strategy for Fair Treatment and Meaningful Involvement of All People. It is part of DVRPC's ongoing and continuing work program and also fulfills a federal certification requirement for Metropolitan Planning Organizations that use federal funds to undertake a planning process to develop regional plans and programs. The supplement updates and refines the quantitative methodology developed in the first report. New demographic and quality of life factors are added, including limited English proficiency populations, female head of household with child populations, and the locations of day care centers. A new eight-factor degrees of disadvantage analysis and a poverty as a constant analysis are compared with the newly adopted FY 2003 Transportation Improvement Program. In 2001, DVRPC published the . . and Justice for All report to identify impacts of disparate funding and services on defined low-income and minority groups. A methodology was created, refined in subsequent years, to identify populations that may be adversely affected by transportation planning decisions. This report is an annual update of that initial report and catalogues DVRPC's fiscal year 2008 programs and plans that contain Environmental Justice (EJ) elements. Descriptions for each project or program that utilize DVRPC's EJ methodology are discussed, including a TIP analysis and corridor studies. AEPI ensures that the arts are one of the indicators by which school districts are measured.

The mission of Arts for All: Los Angeles County Regional Blueprint for Arts Education is to establish sequential K-12 arts education in each of the 80 school districts in Los Angeles County and the Los Angeles County Office of Education (LACOE) classrooms.The Blueprint focuses on building an infrastructure to support districtwide education in dance, music, theatre and the visual arts. 2005 National School Climate Survey: The Experiences of LGBT Youth in Our Nation's Schools

GLSEN's National School Climate Survey is the only national survey to document the experiences of students who identify as lesbian, gay, bisexual and transgender (LGBT) in America's secondary schools. Conducted biennially since 1999, the National School Climate Survey (NSCS) fills a crucial void in our collective understanding of the contemporary high school experience. The results of this survey are intended to inform educators, policymakers and the public at large, as part of GLSEN's ongoing effort to ensure that all schools are places where students are free to learn, regardless of sexual orientation or gender identity/expression. This year's survey includes responses from 1,732 LGBT students between the ages of 13 and 20 from all 50 states and the District of Columbia. Data collection was conducted through community based groups and service organizations, from April to July 2005, and online from April to August 2005. The 2005 NSCS results continue to track the endemic problem of name-calling, harassment and violence directed at LGBT students, while offering information about the impact of these experiences on academic performance and the effect of interventions designed to address the underlying problem. In particular, the 2005 survey data allowed us to examine the role that state education legislation has in creating (or not creating) safer schools for all students, including LGBT students. The 2005 NSCS paints a disturbing picture of the school experiences of LGBT students. However, it also provides further insight into the solutions for creating safer schools for all students.
